Habitat Management Plans
Evergreen was formed in 2006 by partners each with more than 20
years of experience working for the top environmental
engineering firms in the region. The following projects were
conducted by principals of Evergreen prior to joining Evergreen.
Biological Assessment, Castle Air Force Base, California.
Conducted regulatory agency permit and mitigation negotiations
for a 660-acre study area inhabited by a number of special
status species, including federal- and state-listed endangered
species such as fairy shrimp in accordance with Section 7 of the
Endangered Species Act and the California Endangered Species
Act. Vernal pools of the study area have been delineated in
accordance with Section 404 of the Clean Water Act. Assessment
included impact analysis of kit fox, burrowing owls, as well as
compensatory mitigation measures including design and
construction of vernal pool replacement wetlands.
Missouri River Bank Navigation and Mitigation Project, U.S.
Army Corps of Engineers, Omaha District, Hamburg Bend, Otoe
County, NE; California Bend, Harrison County, IA; and Langdon
Bend, Nemaha County, NE. Conducted field investigations of
wetlands and other biological resources. Analyzed field,
modeling, and resource agency data to aid in selecting the
proposed alternative which best met the goal of restoring large
river fisheries habitat, chutes, wetlands, and/or migratory
waterfowl habitat. Authored sections of Definite Project
Report(s), which addressed the requirements of NEPA, the Federal
Endangered Species Act, and Section 404 of the Clean Water Act.
Responsible for researching and developing alternatives for
terrestrial habitat and for backwater wetland complexes.
Biological Assessment, Victorville, California. Managed
surveys, impact analysis and mitigation negotiations for an
860-acre study area potentially inhabited by a number of special
status species, including federal- and state-listed endangered
species in accordance with Section 7 of the Endangered Species
Act and the California Endangered Species Act. These surveys
for Desert Tortoise, Mohave Ground Squirrel, Burrowing Owl, Le
Conte’s Thrasher and Mojave Indigobush involved a variety of
sampling methodologies. Designed a desert wash mitigation plan
to replace and restore lost habitat using Cat-Claw Acacia.
Biological Assessment, Taft, California. Managed surveys,
impact analysis and mitigation designs and negotiations and
design for two 640-acre sites in the San Joaquin Valley
inhabited by a number of special status species including four
federally endangered species in accordance with Section 7 of the
Endangered Species Act. These surveys for Kit Fox, Giant
Kangaroo Rat, Blunt-Nosed Leopard Lizards and Kern Mallow
involved a variety of sampling methodologies including line
transects, scent stations and night spotlighting during
appropriate temperature regimes and seasons. Impact analysis and
agency consultations resulted in receipt of a No-Jeopardy
Biological Opinion from the USFWS and a Nationwide Permit No. 26
from the U.S. Army Corps of Engineers. Managed the 302 acre
saltbush scrub mitigation site plan design and implementation in
accordance with conditions of the Biological Opinion.
Site Location/Environmental Studies, Central Florida.
Managed and conducted surveys and regulatory agency review over
more than 5,000 acres of land in three central Florida counties.
Particular areas of concern included cypress swamp wetlands and
endangered species habitat. Special status species habitat
evaluated and encountered included Bald Eagle, Gopher Tortoise,
Crested Caracara, Sandhill Crane, Scrub Jay, Red-Cockaded
Woodpecker, Gopher Frog, and Eastern Indigo Snake. Created a 240
acre tortoise preserve managed with controlled burns and
planting of longleaf pines and wire grass.
