
Wetland Mitigation Design and Permitting
Evergreen was formed in 2006 by partners each with more than 20
years of experience working for the top environmental
engineering firms in the region. The following projects were
conducted by principals of Evergreen prior to joining Evergreen.
US Army Corps of Engineers, New York District, Tidal Salt
Marsh Restoration Design and Feasibility Study for Gerritsen
Creek, Brooklyn, New York.
Managed ecological analysis and design of 67-acre tidal salt
marsh estuarine system and coastal grassland area. Tasks
included review and QA/QC with Corps and non-federal sponsor on
the preliminary restoration design alternatives, habitat
evaluation using EPW, development of Feasibility Report,
oversight of cost effectiveness/incremental cost analysis,
preparation of permit applications, and presentation with Corps
at several public meetings, and development of the ERR and EA.
New Jersey Highway Authority, Driscoll Bridge Estuarine
Wetland Restoration, New Jersey. Responsible for providing
tidal wetland mitigation for the NJ Highway Authority’s Bridge
Improvements Project over the Raritan River in Middlesex County,
New Jersey. Completed feasibility report analyzing mitigation
opportunities and met with federal and state regulatory agencies
to select mitigation sites in the densely developed Raritan
drainage basin. Completed restoration design of 7-acre Pine
Creek estuarine marsh and obtained regulatory approval and
permits. Managed the sediment and surface water analyses to
assess site contamination; hydrodynamic and hydraulic modeling;
geotechnical borings, tests and studies; and construction cost
estimates.
Trenton Woodbury Wetland Mitigation, New Jersey. Managed
the design, construction, and planting of a 9-acre wetland
mitigation site in Freehold, New Jersey. Responsible for
construction and planting of the project as a design/build
project employing excavation methods to create palustrine and
emergent wetland habitat planted with coastal plain woody
species.
Augustine North,
Stafford County, VA. Developed final planting plans and
specifications for two large irrigation ponds and for a
five-acre forested mitigation site in this residential golf
course community. The landscape plans for the irrigation ponds
were designed to be an integral aesthetic component of the golf
course.
Wetland Mitigation and Permitting for the Development of a
Federal Correctional Facility, Glenville, West Virginia.
Designed freshwater wetland mitigation and planting plans for
the restoration of a reclaimed mine area located West Virginia.
Responsible for construction of the project as a design/build
plan including excavation of soils, re-use of soils adjacent to
the wetland mitigation to enhance drainage features, and
placement of topsoil. Coordinated planting activities with
Glenville State College, providing hands-on instruction on
planting and forestry techniques.
Wetland Delineation and Permitting for Atholton Park, Howard
County, MD. Identified and delineated the wetlands within a
section of the park where site improvements were proposed.
Prepared a Section 404 application for the removal of an
in-stream culvert, restoration of the streambed, and
installation of a bridge over its wetlands. Tracked the permit
application and received all necessary wetland permits.
Enterprise Shopping Center, Prince
George’s County, MD. Conducted an environmental inventory
of the site and used the resulting information to complete an EA
and EIS for the project. Also developed the final mitigation
plan to offset wetland losses. Coordinated with all agencies to
secure the necessary permits to allow development of the site.
Provided site supervision of all subcontractors involved in
grading and planting the mitigation area. Conducted field work
to measure the success of the mitigation and prepared monitoring
reports.
Swan Point Wetland Delineation, Baltimore Gas & Electric
Company, Issue, MD. Identified and delineated tidal and
non-tidal wetlands using both the 1987 and 1989 delineation
manuals. Performed agency field reviews necessary to receive
approval of the delineations. Conducted habitat studies
associated with the wetland permit/certification process.
Prepared permit applications and processed the permits through
the U.S. Army Corps of Engineers and state agencies. Designed
and provided full time on-site coordination during the
construction of a one-acre tidal wetlands mitigation site.
Conducted field work to measure the success of the created
wetlands for three years. The wetlands received final signoff
from all required regulatory agencies.
Route I-287 Wetland Mitigation Studies.
Conducted investigations to identify and select wetland
mitigation sites. Analysis included wetland delineation, aquatic
sampling and soil borings. Aquatic sampling employed gill nets
and ponar grabs. Finfish species were identified in the field
while benthic invertebrates were identified to species in the
laboratory. Participated in the conceptual wetland design of a
site in each of the Ramapo, Passaic and Pequannock River basins
totaling more than 90 acres.
Tinkers Creek, Prince George’s County, MD. Identified
and delineated all wetlands within the proposed limits of
disturbance for the construction of two regional storm water
management facilities. Coordinated the agency field view of the
wetland boundaries and received approval of the boundaries.
Submitted a Section 404 permit application to the U.S. Army
Corps of Engineers, and tracked the application to facilitate a
timely issuance of the Section 404 and Section 401
certification. Installed groundwater monitoring wells within
the proposed mitigation site to gather data which was used in
the development of final design drawing for more than three
acres of forested wetlands within the floodplain of Tinkers
Creek. Submitted and received approval of the mitigation plans
from the Maryland-National Capital Park & Planning Commission
and the Maryland Department of the Environment.
Beehive/Schultz Property, Howard and Anne Arundel Counties,
MD.
Prepared plans for two sites totaling seven acres of emergent
wetlands. Completed post-construction monitoring.
Chesapeake Baptist Church Site, Anne Arundel County, MD.
Prepared plans for six acres of forested and emergent wetlands.
